Does FMEA predate 1966?

Many FMEA guides claim the US military developing it in 1949.  I can find a copy of the 1966 Apollo version made by NASA.  I also found a 1980 copy of MIL-P-1629 Rev A that supersedes the 1970 version.  Shouldn't Rev A be an update to the original?  That would make NASA the innovator that was adopted by the Military.  Did the Manhatten project use anything to mitigate risks
